		<description>This article hits the nail right on the head.  How long are we suppose to put up with this &quot;infrastructure improvement&quot; pojects.  For example, they finsihed the 95 last year which was mass gridlock to be polite.  Now they are saying they need to &quot;upgrade&quot; the 95 again.  They just finished!  Why couldn&#039;t they wait and do it write the first time?  I don&#039;t want to fault NVDOT, there are only doing what they have the budget to do.  So maybe we should look at the people allocating these funds and and planning the projects.  At the top, they are elected officials.  If they don&#039;t have the foresight to adequately plan infrastructure.  Do they have the foresight to take this city into the next millenium?</description>
